GitHub Copilot Plans and Features
This domain covers the GitHub Copilot subscription tiers, their included features, supported environments, and administrative controls. It accounts for 25% of the exam, making it the single highest-weighted domain. Questions test your ability to distinguish what is available in each tier, which tools and interfaces are supported, how seats are managed, and how usage is measured. Expect scenario-based questions where you must select the correct plan or feature given a specific organizational requirement.
Copilot Individual
GitHub Copilot Individual is a personal subscription purchased directly by a developer. It is not managed by an organization and does not include policy controls or audit logging.
Key Features
- Code completions in supported IDEs (inline suggestions as you type)
- Copilot Chat in IDE and on GitHub.com (browser)
- Copilot CLI (
gh copilot) for command explanation and suggestion - GitHub.com integration: PR summaries, code explanation in browser
- Access to public code filter (toggle to block suggestions matching public code)
- No organization policy controls — the individual user controls all settings
- No audit log of Copilot usage
- Billed per user, directly to the individual
Common Traps
- The exam may suggest that Copilot Individual includes audit logs — it does not
- Policy controls (such as blocking suggestions matching public code at the org level) are Business and Enterprise only; Individual users can toggle the public code filter themselves but cannot enforce it across a team
- Copilot Individual does not support knowledge bases — that is Enterprise-only
- Individual does not allow an organization to assign or revoke the seat; the user owns the subscription
Copilot Business
GitHub Copilot Business is the organization-managed tier. It is purchased and administered by an organization or enterprise, and seats are assigned to specific users by organization owners or billing managers.
Key Features
- Everything in Copilot Individual, plus:
- Organization-level policy controls: enforce or disable features across all assigned members
- Audit log: organization owners can see Copilot-related events (seat assignments, policy changes) in the GitHub audit log
- Public code filter enforced at org level: admins can require it on or off for all members
- Network proxy support and HTTP proxy configuration for enterprise environments
- No knowledge bases — that is Enterprise-only
- No Copilot Chat customized with org knowledge — Enterprise-only
- Seat management: org owners assign seats; users who leave the org retain access until the grace period expires

Common Traps
- Audit log is Business and Enterprise only — not Individual
- Policy controls are Business and Enterprise only
- Knowledge bases are Enterprise only, not Business
- The exam may describe a scenario where a company wants to "enforce" the public code filter across all developers — this requires Business or Enterprise, not Individual
- Network proxy support is a Business/Enterprise feature; Individual does not support it
Worked Scenario
Requirement: A 50-person company wants GitHub Copilot for all developers and needs an audit trail of seat assignments and the ability to block suggestions matching public code for everyone.
Reasoning: Audit log + org-level policy controls = Copilot Business minimum. Knowledge bases are not mentioned, so Enterprise is not required. Copilot Individual cannot satisfy the org-level enforcement requirement.
